Job Description

Supervises the financial services department, which consists of a 10-person team in accounting, finance, customer service and billing, and meter services. The department is responsible for managing the town’s fiscal affairs and supporting the financial operations of all departments. In addition, the department is responsible for billing-related services of the water and sewer system. Meter services, located in the department, maintain the town’s meters and equipment. The individual in this position performs complex professional, financial, and managerial work overseeing all aspects of the town's financial operations, including planning, directing, and implementing all revenues, expenditures, financial records, and investments. As a result of Hillsborough’s recent and ongoing growth, this position will be instrumental in providing financial planning for projects with significant capital needs such as new public works and utilities facilities, a new fire station, a new greenway, a new train station, water distribution and wastewater collections system improvements, and implementation of the Comprehensive Sustainability Plan.

Required Skills

- Methods, policies, and procedures as they pertain to the performance of duties, including town code, employee handbook, required records, reports, documents and related information, and departmental operations and activities.

- Functions and interrelationships of the town and other governmental agencies.

- Laws, ordinances, standards and regulations pertaining to the principles of finance, budgeting and accounting, and governmental financial accounting including GAAP, FASB, Local Government Fiscal and Control Act, NC General Statutes, and local ordinances.

- Implementation and control standards, which must be exercised over the town's financial management systems and procedures.

- Fund accounting and finance experience in a governmental environment, management and supervisory experience, and investment experience.

- Administrative principles involved in developing, directing and supervising various programs and related activities.

- Strong accounting/financial mathematical skills.

- Supervisory experience.

- Excellent verbal and written interpersonal skills, and customer service experience

- Use and maintain a variety of office equipment including calculator, computer, printer, copier, fax machine, hand-held meter reading device, postage machine, shredder, telephone, etc.

- Use a variety of word processing, spreadsheet, database, or other system software, such as Microsoft Office, O365, Smart Fusion, social media, internet search engines, etc.

Salary hiring range: $105,062 - $168,099/ annually
